<p>It was an honor this past weekend to receive the full support and<br />
endorsement of the York County Republican Party for my campaign to serve you<br />
on Tega Cay City Council. As a long time advocate and supporter of the<br />
Republican party it is a privilege to carry the values and principles of our<br />
party onto council, should I earn your support. As a student of politics and<br />
government, I have had the chance to analyze many aspects of leadership and<br />
governance and I feel the GOP represents incredible qualities that will move<br />
our nation towards a prosperous future. I promise to represent them and our<br />
citizens proudly by always supporting the empowerment of people and not<br />
government, returning as much of your money back to into your hands where it<br />
belongs, and keeping government as small as possible. I look forward to<br />
hearing from you on this and other matters and appreciate your continued<br />

			<content:encoded><![CDATA[<p><strong>Fellow citizens</strong>,<img class="alignright size-full wp-image-442" title="leadership" src="http://rogersforcouncil.com/wp-content/uploads/2011/08/leadership.jpg" alt="leadership" width="400" height="321" /></p>
<p>This past spring I made a promise to you that my advocacy of issues affecting our city would not fade from my attention and would continue to warrant my action. Over the last few months I have not remained idle until the next election cycle but continued to serve the needs of Tega Cay. The demands of leadership never waivers or lessens, thus our leaders must be committed to serving the needs of our community day in and day out.</p>
<p>It has been a privilege working on the Public Safety Committee with our city’s leaders in fire, police, and EMT. We have tackled serious issues facing our city and I have had the opportunity to learn valuable information on how best to serve the needs of our city’s safety providers.  It was both productive and personally challenging for me to conduct a feasibility study on the issue of proper fire safety provision for our city and I will be providing our council with the results in the coming month. Decisions like these are never easy and always require the best information available.</p>
<p>A proposal was submitted to council following the special election for the creation of a municipal economic development committee. I have also been working with business leaders throughout the city to join this effort to bring a much needed group of advisors to serve the needs of our city by way of commercial development. We are blessed with so many bright minds and accomplished professionals.  We need to bring them into the discussion of how best to grow our city now and in the future. It is my hope to see such a committee active and facilitating for prosperous commerce by year’s end.</p>
<p>The Tega Cay Water Citizen Advisory Council extended me the opportunity of working with them as a member of their board. We have worked hard together in getting a grassroots movement off the ground that will always demand the best service in water quality for the citizens of Tega Cay. We have reached out to our local, county, state, and federal leaders to see that they join this discussion and ensure the strictest of requirements are applied to Tega Cay Water Service. Working with the amazing people on this board has filled me with much pride in knowing that citizen leaders exist in our city.</p>
<p>I have also been working with our state legislative delegation on matters pertaining to Tega Cay. Senator Wes Hayes and Representative Ralph Norman strive every day to see that our city’s voice is being heard in Columbia and I am honored to participate in that discussion. I have joined in the effort to see that legislative change is discussed regarding the use of electronic vehicles in golf communities. Being able to use these vehicles promotes the support of local business like <em>Casual Water</em> that are depending on our citizens to ensure its success and survival.</p>
<p>I have continued my promise to see that a long term plan for the golf course be created and implemented. Meeting with leaders committed to seeing our course remain one of the best in the Greater Charlotte Area has been both informative and inspiring. Our commitment to be a recreation community demands that we protect our resources and market them effectively. Tega Cay has no greater resource than the golf course and country club and we must make sure it is successful so we can return it back to where it belongs, the private sector.</p>
<p>Working on such important matters with such great neighbors and friends has only strengthened my resolve to see Tega Cay reach the potential it deserves. With the knowledge of how much is still yet to be done and the encouragement from family and friends, I have decided to begin another campaign to serve you on Tega Cay City Council. It would be an honor to earn your support and involvement in this effort to take this city to a level of success never imagined. Together we can begin to make a difference.</p>

<p>My fellow citizens,<br />
 I was disappointed to learn last night, I will not be serving you the next seven months as a member of city council. But it was an incredible honor to learn of the nearly two hundred voters that turned in support of my vision for our city. That success was all due to my family and the friends I have made over the last four months, campaigns are merely dreams without supporters and I had an amazing team! This campaigns end only marks the beginning of my advocacy on issues I feel paramount to the future of our city. It is a privilege to serve on the city&#8217;s public safety committee and I look forward to learning from the wonderful board members about issues facing Tega Cay in that arena. I will be moving forward with a proposal to council about the formation of an economic development committee, and will be enlisting community leaders to join me on this effort. The time is long overdue that Tega Cay get serious about supporting our business owners and developers. These are the people who make the biggest investment in our city and we need to make serious efforts to create a successful environment for them to grow at Stonecrest. I will fight tirelessly to see that Utilities Inc and its subsidiaries are removed as a water supplier in our community, anything less will be a failure for Tega Cay and an injustice to our citizens. I will also be advocating the permanent removal of tax anticipation notes from our municipal budget, we must start working with money we have and not borrowing to support the budget. Having said this, I feel our council is moving in a solid direction and feel hope springs from their fiscal conservatism on many matters. Public service is a privilege and I intend to serve our community for many years, although it would have been an honor to hold a seat on council, I do not need a title to share my blood, sweat, and tears for our city. I look forward to seeing you along the way and please let me know anything I can to do assist your efforts.</p>

  I wanted to share with you a vision for our city&#8217;s golf course that I have been developing over the last couple months. While on the campaign trail I have been making an effort to seek the feedback of our golfing advocates. The most passionate of these advocates has been my father, Hamp Rogers, a former Men&#8217;s Golf Association President and long time Tega Cay resident. My dad introduced golf to me at age five and it was love at first sight. I continued to play golf through junior high school and for Fort Mill High School. I have always appreciated the blend of appreciation for nature and statesmanship the game instills. My first paying job was as a golf cart attendant for Dean and Mel, back in the 90&#8217;s when Tega Cay Golf Course was a semi-private club and in the brown clubhouse. I have never forgotten my love of golf or how vital our clubhouse and golf course is to Tega Cay.<br />
 I understand one of my opponents has been &#8220;spreading the word&#8221; that I would be in favor of selling the golf course. I wanted to clear the air on that matter immediately. I am a fiscal conservative and do not believe the government should have any hand in private enterprise, which I feel the golf course is and should be. I believe this because I feel the private sector will always encourage better quality at lower cost versus the government. I am not going to &#8220;forget my principles&#8221; because it is politically convenient for this election or any other. Principles only matter when it is inconvenient! Having said that I acknowledge that we are in a challenging economy and the likelihood of a private group buying the course for what we paid is not high.<br />
 Instead of trying to create a negative about my opponent and his ability to manage the golf course, I am going to do something no other candidate has done this campaign cycle, offer you a plan. I feel the city is heading in a great direction with the excitement and dedication the Frost Group brings to the table on the food and beverage end. This will finally get the club back in the direction it was seemingly heading before the food and beverage was shut down. If the golf course must be maintained by the city we have to look at a better model for our citizens, the course, and our future.<br />
 Back in January I began to seek out a clear alternative plan for the city and its golf course. I came across an interesting model for management that I feel removes as much politics from the day to day operation, while ensuring the people are in control of the course&#8217;s destiny. This model is a private not for profit 501c3 which would be overseen by a citizen board of directors appointed by the Mayor and Council. The 501c3 would actually take over the daily operations and management of the course from our current private management group, through an agreement with the city and council. This group would pay a monthly lease (that could cover our costs in debt service for the purchase) and handle all daily overhead. The other positive that this model brings to the city would be a guarantee that all revenues generated would stay in the golf course. As a tax exempt organization they would have to put all profits back into the course or donate to other non-profit efforts. I found this model in place with the City of Baltimore in their management of five municipal courses. While forming a plan I have had the pleasure to speak with the Baltimore Mayor&#8217;s office and several city council members, who have all said that this model was chosen over several others and has brought the net loss (before the 501c3) to a profit of millions of dollars. This positive cash flow has allowed for many amazing improvements to the city and its courses. According to the executive director of the Baltimore Municipal Golf Corporate, &#8220;it went from an organization that started with nothing more than dreams and hard work, BMGC&#8217;s sound business principles made it possible for the company to: invest over $6.5 million in capital improvements,donate over $4 million to Baltimore City youth programs, create a junior golf program that hosts over 500 participants every year improve course conditions with higher maintenance standards,provide its golfers with playing accessories normally found at exclusive resorts.BMGC’s has been honored with numerous awards, including the Reilly Award, a national distinction awarded to the best “Model of Change” in parks and recreation. Other municipalities such as Seattle, Indianapolis, Houston, Denver, Nashville, Los Angeles, Kansas City, Philadelphia, New York and San Antonio have sought BMGC’s assistance in managing their municipal courses.&#8221;<br />
 I have below the personalized plan for the city of Tega Cay and encourage you to read this proposal and submit any feedback you are willing to give. Our city has so many wonderful things to offer our citizens and guests. But this potential will never be realized if we sell ourselves short in the leadership we choose. These are serious times we face and we need serious leaders who are up to meet the challenges we face. I have proven throughout this campaign to be the hardest working candidate running. These directors would serve three year terms through appointment by the board or Mayor. The chairperson of the Tega Cay Parks and Recreation committee would automatically serve on this board. Initially, five members of the board would be recommended by the first board chair. This first board chair would be recommended by the city assessment committee established to further this proposal (if chosen by committee). Three remaining board members would be appointed by the Mayor and/or council. All future appointments would be made at the recommendation of the TCMGC Board and the Mayor. The board chairperson would serve a term of one year, with no consecutive terms. This board should be comprised of business leaders, golf advocates, and civic minded citizens. </em><em> </em></p>

<p><strong><em>Step # 4:</em></strong><em> Draft Articles of incorporation with the assistance of private legal counsel for TCMGC. </em><em></em></p>

In this agreement the decisions would be made to set a payment to the city for rental of property and facilities. This would be required to retire the debt service for purchase of the land and facilities by the city. This agreement would also describe all powers and provisions for use of the course and facilities between the city and TCMGC. </em><em></em></p>

<p><strong><em>Step #8:</em></strong><em> Plan a public meeting to present the proposal of TCMGC and allow for discussion with citizens. </em><em></em></p>

<p><strong><em>Step #9:</em></strong><em> </em><em>Upon acceptance of the proposal for TCMGC the city would adopt the contractual management agreement with TCMGC. Then the city would provide a &#8220;bridge loan&#8221; to TCMGC that would cover all expenses for the first month of operation. The city would then work with TCMGC to acquire a line of credit with a local bank for a term of at least five years that would allow for TCMGC to handle any immediate improvement needs for the course or facilities. </em><em></em></p>

 I wanted to share with you a letter I received from two men I have come to respect very highly in the time I have gotten to know them. It is truly an honor to have the endorsement of Tega Cay&#8217;s two biggest commercial developers, Herman Stone and John Shell. Although they are only two men, they have invested millions of dollars into seeing our commercial property become a successful economic engine for Tega Cay. I would be honored to serve you in working to make our commercial areas a source of revenue that allows our city to provide the citizens with all the amenities that make Tega Cay so special, while returning as much money back to your wallets as possible.<br />
 I have been asked along the campaign trail how I feel that being on the York County Economic Development Board of Directors can correlate with success at the municipal level. I have answered that question with the most widely accepted definition of economic development, &#8220;the process by which wealth is created in a given geographic area.&#8221; This does not just mean industrial growth, but all types of commercial growth. The main goal of any economic development organization is to retain as much wealth in their community as possible, which means keeping the money of Tega Cay citizens in Tega Cay businesses, so it is filtered back into the government to improve our city. I have also discussed the very proactive steps our wonderful county board have been making the past year in creating a small business development committee. We realized that economic development does not just mean industrial, but retail, service, medical, and office development as well. As the economic strains continue on our country, every commercial opportunity becomes competitive and challenging. We need leaders who have had the chance to work with the captains of commerce in our community and have formed the relationships needed to bring in our developers and proprietors together for collective growth. I have also challenged our fellow citizens with one simple fact, we are the only municipality in York County that has no economic development arm. I feel we are a unique city and will have unique targets in economic development, but we should not shirk away from forming a committee that includes our business minds, because we feel Tega Cay isn&#8217;t big enough to achieve great things in commerce. We have amazing business minds in our city and I feel including them in laying our path for prosperity is crucial for success now and for decades to come! I look forward to seeing this committee work closely with our Tega Cay Area Council for the Chamber of Commerce, who have been rock solid partners for all small business in our Township.<br />
